Other Transaction Agreements, or OTAs, are contracting agreements that are not tied to the Federal Acquisition Regulations (FAR ).  As such, OTAs can offer a streamlined procurement process well suited for federal agencies trying to obtain advanced Research and Development (R&D) for cutting edge prototypes or services.  OTA’s are fast, flexible, and easily accommodate sole source awards.

ES3 is a member of the SOSSEC consortium which was formed specifically to address the needs of the Department of Defense and which was issued its first OTA contract in 2009.
